Small and medium shrubs are the compact, woody plants that sit comfortably below eye level, the fillers and finishers of a planting. Big enough to give year-round structure, small enough to tuck almost anywhere, they are the most useful and most used of all garden plants. Flower, foliage, berry, and form all come in this size, which is why a well-made border leans on shrubs like these more than on anything else.

In the landscape they do the connective work.
